What is the best polish/compound to use on non-cc paints?
Oh god... I can relate. Well, depending on how old or how hard this paint is or has become - that's up to you.
Recently, I used some Menzerna PO83Q Super Intensive Polish(SIP) on black non-CC '06 Porsche paint, which is actually quite soft... but picky.
(The paint was not quite old, but lightly oxidized and heavily swirled/spider-webbed)
I apologize for the blurry after photo, my camera isn't up to par and it had a hard time focusing on that slick finish...

Was a little dusty too...
This was done (surprisingly) with mostly with white CCS pads on my ol' banger, PC7424.
(I went over each panel 3 times, but it worked out wonderfully)
It was the first job in a while that I didn't use my Metabo PE12-175 Rotary.
If I were you, I would try some PO91E Intensive Polish(IP) - it's a lot more effective on older paints, but you'll want to follow up with lighter compounds and a softer pad afterwards. I suggest PO87MC Micro Polish aka Final Polish II(FP2).
Pics would help, and a brief description of the paint.
