Heh heh, speaking from personal experience ;) the shareholders have been feeling the pain since long ago; the value of most of these firms has dropped to near-zilch. Anybody who's still/currently invested in them is either desperately hoping for a turn-around or hoping to get in on the rebirth. The shareholders (who didn't get out) got hurt at least as badly as anybody else.



How about no dividends paid until the loans are repaid in full with interest...



Heh heh#2, that's one reason I unloaded certain financials and won't touch the common stock of TARPed firms (short version with apologies to any experts)- generally, the govt. gets preferred dividend rights that supersede those of common shareholders. Not quite the same as interest payments, but it's the same sort of idea; not quite as *good* as being classified as debt either in some ways, as the firms' debt/bond interest takes precedence over the preferred dividends.



..Quartely reports as to all funds (to the nickel)dispersed..



The full-disclosure accounting is *supposed* to happen anyhow, and I'd avoid *any* investment where you suspect you're not getting the full/true story.
