Are there new restrictions regarding shipping chemicals using USPS?

I stumbled upon this on topoftheline.com .Was this in effect before this??

We can no longer ship chemicals by the U.S Postal Service. Strict restrictions have made that impossible. Liquid products may ship by UPS. You will be notified of this restriction if you have ordered one of these products by U.S. Mail.


ps: Mod, do I need to write out the exact address where I took my quote?

Actually this started quite a while ago right after 9/11 here in NY.
Some post offices are most strict than others...:dunno
