Any idea what this is? Is it clearcoat failure or oxidation?

I am getting ready to do my first detail on my new-to-me 2007 Miata and i found this spot over the passenger side rear tire. I am not sure if this is clearcoat failure or just heavily oxidized paint. I know these photos are not the best, but maybe one of them will be good enough for someone to identify the problem.







Any help will be greatly appreciated.
 
I'd have said burn also but since Ron beat me to it, it can't be that. :) Nah, it looks like remnants of a buffer. Can you feel anything? Any chance of a dent that has been pushed out?
 
It did kind of look like there was a run just below the seam and to the left of the object area in one of those pictures.

It feels rough, maybe like 2000 grit sandpaper, maybe rougher

Doesn't feel like a dent
 
I think it is overspray also. Is it just the lighting in the pictures or does the bumper cover look slightly darker?

I don't think I could make that recommendation from just looking at the pic. My gut tells me I would probably try to polish it. It might be a good idea to contact a local body shop or detailer and let them see it first hand and make the recommendation.
 
Clay can remove fresh overspray, that tape line is a dead give away. If clay doesn't work then go to isopropyl an see if that loosens it up.
 
I'm gonna go with Tape Line/Overspray as well , bumper looks slightly darker and that's normal since paint reacts differently on plastic than on metal panels, so to properly color match a bumper's paint tone dead on with the rest of the car can be challenging.

Dead on, this can be seen alot with audi's especially the early 2000's. The color match is horrific, especially with aged paint.
