I used to manage 2 districts of automotive repair centers, 21 sites in all. My experience has been that most major cities have at least one wheel restorer. Lots of these places are franchises with some pretty good CNC technology to back their work. I've seen some wheels that I wouldn't have believed repairable, fixed to look just like new.
They saved my auto centers butts on more than one occasion. We had one customer that brought in an estimate for $6000 for a set of color coded Porsche wheels claiming we had damaged one and that the only way colors could be matched was to buy a set. To this day I don't honestly believe that my shop had damaged his wheel but it was one of those "you guys worked on it 2 days ago situations". I talked him into letting me try to get it fixed not believing that it would really work out. The wheel was so well done he couldn't help but say OK. It was amazing. Cost was less than $200. I would suggest you do a local search and talk to these guys. Most of them will turn it around overnight.
Do a YouTube search on wheel restoration and you'll see wheels in much worse shape than the one in your picture made to look new.
