They guys in Florida should be ashamed of themselves, they didn't even come close to first place.
 
Sounds like the same thing that happened here in NY. There were a total of 455 that the state sold on ebay last month.
 
Not to mention the fact that they probably weren't even started during those 5 years. Those are some pretty expensive batteries to loose all their juice. If they have to replace those power-packs, how much money is gonna be coming out of the taxpayers pockets? I'd be livid if I lived in Miami right now!!
