Flat black decal

Someone wrote clean me on a flat black decal. The owner doesn't want to make an insurance claim on it. He wants me to try and fix it as best as possible.
Very visible in real life.
Ideas?

Before you remove it, just make sure to tell the owner he should really heed the advice of the vandal and keep it clean from now on to prevent these sort of things from happening :yay
