I've just tried a Menzerna FP with a white LC pad. It didn't get rid of all the swirls. Am I better to drop down to the yellow pad with FP or should I go first to IP with the White?

No, it sounds to me like you're using the wrong product for the job. Like the guy above me said, use IP and a white pad and see how that works after a pass. If it's not pulling it out, step up to an orange or green pad.
