As a professional detailer If you can't wash it and it come back to black then the only thing we have ever done is use a can of cheap black spray paint. It's a simple fix works well and is super cheap. Some of the hack shops will just spray the wheel well with tire shine to ship it out the door. This last about as long as it takes to get off the lot. The only real answer is black spray paint.
