What on earth are these spots?

I purchased this WRX a year ago brand new. After a few months I started to notice these small spots on the rear hatch/bumper area. They do not look like water spots, cannot be felt, and a clay bar has never removed them. Would anyone be able to give me any advice regarding removal/source? I keep my car garaged, or out in the sun, under no trees.
