What is a non-setting sealant?

In the March 2003 issue of The Golf there's a how-to for de-locking a mk4 vw.



One of the steps involves using a "non setting sealant" on the inner lock mechanism to prevent it from rotating.



I've got to a few local home depot type stores but they just stare at me blankly when i ask them for non-setting sealant.



Does anyone know what exactly a non-setting sealant is?
