Wetsanding beat up rockers? (4x4 truck)

the lower portion of my door panels and also the rocker panels on my 94 ext cab z71 (midnight blue) are pretty beat up compared to the rest of the paint which is in pretty darn good shape considering 10 years of age. the wider tires obviously dont help. right at the front of the rocker panel near the bottom of the front fender, the paint is blasted away so that it is white and grainy to the touch. would it be worth it to try and wetsand this layer down, and maybe even re-clear it?
 
You could wet sand it smooth, but then where you cut down the humps, you will most likely go through the clear and color layers. Think of it like draging a scraper across a crater on the moon - the outside of the blemish will be higher than the surrounding flat area and to get it smooth you will have to cut away the clear, possible the color, maybe the primer and in some instances even the substrate, be it metal or plastic.
