Wetsand or Compound?

On my brothers red Dodge Intrepid there are swirls and scratches. I did some #9 with a rotary (White pad. I think I will get meguiars cutting pad soon cause that might be my problem but I don't have time to order one) and the swirls and scratches didn't come out all the way. With the right light there are still millions. Should I compound or should I wetsand. The swirls and scratches are all over the car? What do you guys think? I also have a PC and I think I'm a bit better with the PC then the rotary. My rotary skills arent that good :o

Even with a PC I find that #9 is not strong enough. I have had good success using a white polishing pad with #80 Speed glaze and then using #9 to fully bring up the shine. For swirls, wet sanding seems like overkill to me.
