Wet Sanding: Plain water, or water + "soap"?

As the title say, how wet sanding is done, with water and lubricant ("soap") or it is done with plain water? I am asking because I've "heard" of people using water and soap, and at the same time as I am looking at Wet Wedge (that I am considering getting) videos I see everybody is using just plain water.

That's what I do as well. Apply a few capfuls in about a gallon of water, and soak the papers for about a half hour +.

Richard of SCG fame told me I should (pre)soak paper in a soap/water solution but while working I want to flood the area worked on just with water and keep it wet.
