Wet Sanding Expert in NOVA

I bought my car late last year and it came with a bad attempt at some wet sanding to what I assume was to remove some deeper scratches on the hood. It's only noticeable from certain angles and under the right light, but it's bothering me to no end.

What I'm trying to find is an expert detailer or a reputable shop around Northern VA that can repair the area. Obviously it'll take an expert to judge how to fix it, but I'm hoping that some light wet sanding will take care of it to avoid a complete respray.

So, can anyone recommend a detailer or a shop in Northern VA that can do this for me?
