Wax in old paint

Here is one for you all. A guy came to me with a Izuzu Trooper and the hood has old wax that has been applied over surface. However, the clearcoat is long gone from this hood. So of course youe see the wax in the paint. Any ideas on the best way to clean the old wax out of it?

I would get yourself a clay bar then apply some Klasse All In One by PC if you have it and see how that turns out.
 
Yeah it's old wax that the guy tried to put on it to make it "shine" you can see the edges of the clear coat around the sides of the hood, or what is left.

The rest clear coat on the vehicel is still in good shape it just baked right off in the sun.

My thinking was also clay it then see if I could polish it a bit but I really think that the porus paint sucked up the wax and the only way to really make it shine is for him to have it redone with clear coat if there is enough paint to cover.
