Water spots on flat black finish.....

I have a 2007 Honda Accord which is about 2 months old. The A Pillars and the roof rails have a flat black painted finish to them. I noticed that there are already some very bad water spots on them, so bad that I think they are etched into the finish. I have tried several polishes as well as clay bars and vinegar, but to no avail. Is there any way to get these spots out by hand? I don't want to pay someone to buff them out. If you are not familiar with the accord, the A Pillars have a black coating that almost looks like a powder coat on them. It does not appear to have a clear coat over it because the look is almost dull and waxy.
