washing the car on overcast day

I've been reading the forum and the e-book, so I know I shouldn't wash, wax, etc. the car in the sunshine. But, how about on an overcast day? I live in a condo and don't have access to a shaded space during the day. I can probably reach a hose to the street, but parking is only allowed from 09h to 16h (4PM) on weekdays. There is no shade where a hose will reach. I can wash the car, etc. in the parking garage (The hose is in my space), but the light is terrible. So, what do you guys think is better? In the garage or on the street on an overcast day.
 
Overcast is fine. Even indirect sun is fine. Just avoid the strong sun where:



1. Direct sun rays hit beaded water forming little magnifying spots which burn marks into the paint.



2. Where the surface temperature of the panels is so heated that the water drys before you can towel it off which causes spotting.
