Vinyl Stripes Problem

Met with a guy today who has a New GT350 Mustang thats silver with dark grey vinyl stripes. He has little white spots all over the dark grey stripes. Almost looks like when he put the vinyls on he washed it right after and the soap/water spots soaked in. I don't know if thats what caused it but its what it looks like. Any suggestions on removing the spots, I told him I would research the matter. Sorry, no pics it was raining and you could hardly see them but they are there!
 
I would start with chemical polish or paint cleaner, its non-abrasive cleaner that would remove what is on the surface....I would also make sure to try a small area so to make sure that its not going to lift the color of the strip...Clay would be something else I would try, or a real diluted APC with water....its hard to tell based on what you are saying what really caused this or what they are....so a few non-abrasive things would be the start for me.

I guess I should also ask can you feel these spots with the palm of your hand?
 
I am going to go and get pics of it tom when it is not raining and I can see what the real issue is. Its just small white spots all over the stripes. I am going to try the clay and the paint cleaner. I will post pics up when I get them. Thanks for the advice!
