Haven't heard of or experienced any bleeding or running off problems or staining paint. Recommended 303 to a guy in Northern Calif and since it rains/drizzles a lot more up that way, he just said the rain just beaded up and ran right off but the product didn't. I would suppose it would depend if you used too much product (saturating is a no-no), applied the protectant just after cleaning the top (not fully dry), and/or if rained right after application of the protectant. Raggtopp suggests 3 light coats with a waiting/drying time of 15 minutes (in the sun) between coats. 303 says it takes 4 hours to 72 hours depending on humidity and temp in your area. From what I have noticed, it usually takes a day or 2 before either product is fully dry. The big problem is somebody deciding to touch the top after you cleaned and applied protectant. That just causes you extra work to remove the fingerprints, the same situation if somebody touches your freshly waxed car.
