vinegar for water spots?

I have had no luck removing the water spots on the top surfaces of my car with polishing. I want to try the distilled white vinegar method and have a few questions:

- Should I use full strength or dilute the vinegar?

- Will this remove wax and is it harmful to the paint?

- Do I use an applicator to apply it?

Full strength, it'll take the wax with it, and I use a mf to work it in gently.
