Touch Up Paint Problem/Question

I have been attempting to touch up my 2006 pontiac vibe. I have some paint coming off around the bottom inside edge around the gas tank. I haven't had a problem touching it up to my satisfaction but almost everytime it rains different spots of the touch up repair I have done it that area keep coming off and I have to continuously repair the same area.
I am not sure what is going on. I have used older touch up paint and then I bought brand new touch up paint and it keeps doing the same thing.
I have tried to make sure it is a dry day when applying it and still hasn't made any difference.

Does anyone have any ideas or suggestions?

There is no wax so that is not an issue. I have cleaned off the dirt the best I can with a damp rag and let it dry. The primer seems to have a real shiny look to it. Every year more of the original paint seems to be coming off of the area as I keep having to touch up a bigger area.
 
jhorton6- What kind of solvent are you using when you wipe it off?

If it's really primer that's "real shiny" you might need to scuff it lightly (*very* lighly), if it's ecoat that's exposed you might need to apply a primer.
 
If it's down to the bare panel, which it sounds like. Solvent based paint will not adhere well. Latex paint will, or the right primer first.
