I have read posts where there is the potential for silicone based dressings to speed up the drying process of the tire. However not being an expert on tires I can't provide a definitive answer.
 
The only thing that I know about silicon dressing on tires, is that its a dust magnetic and if it rains or water gets on them, they turn gray
 
I'm not a expert and don't feel like explaining what i know. But i'm guessing your wanting to know so you can avoid problems with your tires.

You're tires will be bald and in the landfill before you notice "problems" from some tire dressing.
