Is alcohol & Water A Good Choice To Strip Polish & Waxes From Test Area

It will clean it up some what for you but there is always alot of product left behind so go with a clay bar to ensure you get the most off before any work to be done. If not try CarPro Paint Decontamination Kit which IMO works great!
 
What type of "test" are you proposing? If you are testing machine compounds/polishes/pads to see which will give the best results there is no need for an alcohol water wipe down at that point. Clean & clayed, yes. The wipe down would come after completion to confirm nothing is "hiding" under the residue from polishing.
