surface rust on car-HOw to remove please helpppp

I have surface rust under my car batter on the LH inner guard. Its just surface rust. Can sum1 tell me, the rust cannot progress if u don't drive the car and take it out into the rain right? The rust will just stay in its current form and NOT progress if i keep it out of the rain right?

Also is there are sprays or liquids that i can buy from an auto store that will remove the surface rust?

What type of metal is the rust on? What type of car? Do you have any pictures? You could take a wire brush to the rust, get some Rustoleum and paint it or there is a type of spray that will dissolve rust and turn it into primer when then can be painted. As for not having the rust spread... even if you keep it out of the rain, if you have it in a place with moisture in the air, that will spread the rust. If it's just surface rust and it isn't deteriorating anything the only side effect is the looks of it.
