From Vinylex's website, it says Vinylex containes silicone oil in the MSDS. Um, isn't that supposed to be a bad thing for vinyl?

"Good" vs. "bad" silicones and PDs in tire dressings and sometimes debate about them is a classic topic of discussion here on the forums which has been addressed many times.
Vinylex is one of those dressings that falls into the "good silicone" category.
