Scratch Repair - Wetsanding Clear Touchup

So I'm playing around with repairing some deeper scratches by filling them in with base and then clear touchup paint. I'm wetsanding afterward. The problem I'm running into is the clear keeps chipping off when it gets thin making the repair look bad.



I'm prepping the surface with denatured alcohol and I've even tried scuffing up the surface to promote some sort of bonding with 2000 grit. As soon as the blob gets to the point where the surface is almost level, the blob beyond the actual scratch starts to flake off the factory clear. I'd love for it to stick and let me sand it totally smooth. What am I doing wrong?
 
A couple of thin layers, I'm just using the word "blob" figuratively, as in the paint on top of the factory stuff.
