My dad ran over some yellow road paint and luckily most is int he wheelwells were it can just be coated with some undercoating. There is some on some gray textured body cladding. I've tried paint thinner without much luck.
Have you tried claying it out? I just had the same issue on an Odyssey mini-van this past weekend, and some clay seemed to do the trick. At least, I think it was yellow road paint!!!
Update: I checked the shelves and found a can of Granitize intake cleaner and sprayed that on the plastic. It immediately started to soften the paint so it could be removed with a rag. This is probably similar to a carb cleaner or brake cleaner. It's pretty wicked stuff-so be careful if you use this type of product.
