if theres a corner sticking up just start there and pull it off. thats how i did it. i cant remember using anything other then my fingers to get it off. but if its really on there you can try using go-gone.
remeber its not like a car you can use alot of harsher stuff on it.
Maybe try heating it up with a hair dryer or heat gun to make the sticker come off easier. Then use a cleaner to remove the residue. This of course is assuming the boat is out of the water and all.

The hair dryer method has worked good for me on both boats and cars. 3M Adhesive Remover takes care of the residue, but I think most any of the goo-gone type of products would work.
There are a number of products available for this chore that are sold by marine stores.
