All Menzerna polish was designed from the gitgo to be used with a rotary.
That being said, their IP and FP work very well with a PC, but IMHO the PG is definitely a rotary polish - the PC just doesn't have the cojones to make enough heat or speed necessary to break it down as intended.
When used under a rotary, however, I have produced shine that appears ready to apply finish without any further polishing. (I haven't done that, as I prefer to work my way down to FP before any finish).
I've used #83 with a PC without any problems, but first pass was with a cutting pad and second pass was with a polishing pad. It just depends on the severity of the marring that needs to be corrected. I see same results when I use under a rotary.
Same with 1Z Ultra, although I tend to use this with a rotary, where it breaks down very quickly.
