question about #16

I just got my number #16 tin in the mail from Eshine. When I opened the tin it was a light bluish color the center seemed pretty solid but the edges of the wax were very soft and seemed almost the consistency of curdled milk. Is this what is it supposed to be like? If not is the tin useless?
 
Many new cans we have are also like this right from Meguiar’s (Even in warm weather). I am no chemist so I am unsure what causes it but like mentioned above many people warm the wax up, stir it up and when it cools it will be uniform in consistency again. On the flip side there are also cans that are soft in the center instead, the same process also fixes that issue.
