The power puff sponge thing at Walmart works well for doing the inside of the rim. There is also a brush that has a handle with a rod that is covered in large strands availalbe in most auto sections. I carry both at work. If using a rinseless wash like QEW a 2 gallon tank sprayer is helpful for the wheels, wells, tires. If the rinseless wash isn't enough then use a wheel cleaner and rinse with the sprayer. I use a boars hair wheel brush on most wheels. If the wheels haven't been cleaned in a while I'll use a stiffer normal wheel brush. I've cleaned over 500 sets of wheels with a sprayer and ONR. Only time I break out the hose is if there is heavy grit, sand, mud.
