Polishing motion of hand tools

I know the preferred here is the PC !

What motion is it ? Is it vibrating back and forth ?



What is the difference between the PC and a BlackDecker (model 8150 - I think) sander/polisher and has the same holding pattern as the PC.



CAn someone please assist and explain the preferred motion ?
