I kind of don't understand how a 1995 car can be rusting(especially a gsr for that matter). I thought they started galvanizing in 94?

You're probably well aware of the typical 80s-90s Honda rust issue. I recently bought a Honda Accord (97) knowing that it would eventually get the rust problem. What I found was Honda uses a black rubber molding in the rear wheel wells with a metal strip in it. The metal wears away the rubber, then rusts (it's untreated) rubs against the sheetmetal and basically starts this problem. I took my molding off--the paint is sealed. The metal strip was already starting to bubble up and rust. I also noticed is that this molding does absolutely nothing. It holds dirt under it. I guess Honda wanted to prevent rust with it, but they just ended up creating a problem.

I did the same with mine too

I think the real reason honda put the molding there is that it was easier to do that then to make the inside lip of the fender smooth. Cutting corners, it really don't do anything protection wise. ;) I don't even notice anymore.
