PC doesn't seem to spin under pressure

Is this normal?

To experiment, I put the PC on one, grabbed the backing plate (no pad on), then turned it on. It went in it's orbital motion, but the plate itself did not spin at all. Does this mean that if I apply some pretty firm pressure to it, it's not really spinning? Is this ok?

Sorry if this doesn't make sense - I'm trying to explain it the best I can.

That's correct- the PC doesn't actually rotate the plate. WIth a few pounds of pressure or more, the plate won't spin. The PC is still putting the pad through the orbital motions though.

What size pad are you using? The PC doesn't spin if you apply much pressure, but if you use a 4" pad you can press a lot harder and still have it spin. If you expect to do any serious paint correction and don't have a rotary, a 4" pad will be your friend. If you're doing anything more than applying or removing wax I wouldn't recommend a pad larger than 6" or maybe 6.5".
