paint chip question

Since I have been on this website and reading more info on fixing stone chips, I was telling my brother that you are suppose to use a rust inhibitor on chips down to the metal. He recently bought a used car and fixed stone chips w/ only touch up paint. Since the car is used who knows how long the chips were there. Now he is worried that maybe it will rust. If it was going to rust, wouldn't it have already showed signs before he touched it up?
 
Yeah, it probably would've been discernable but you never know. It shouldn't be any big deal, just keep an eye on the chips and if they *do* start to rust do it over with the rust converter. It's not like you *must* use rust converter (or even primer) on every to-the-metal chip, sometimes you can get away with cutting corners.
