I have some pretty bad swirls and scratches in dark blue paint.

Reverse your two last steps. EX-P will not adhere to P21S. Reason is EX-P is a pure sealant and sealants cannot bond to carnauba.

You should be fine going from SSR 1 to EX-P...I think SSR 1 really preps the surface well. I would wait at least a day (I like to wait 3+ days) between the EX-P and the P21S to allow time for the EX-P to cure.

Yea, you can go straight to EX-P from SSR1. Between SSR2.5 and SSR1, the paint should be very clean.

Newbie mistake.......I was referring to P21S cleansing lotion. Is that step necessary after SSR1?

No, this would not be needed. You should give your vehicle a good washing and drying prior to sealant application to remove any left over SSR from the previous steps.
