Odd white Specs on steering wheel?

I have a leather steering wheel with perforations in it. But I keep getting these odd white specs all over it, and I usually pick them off gently with my fingernail.. it seems scrubbing with a damp MF towel is useless against them.



What are they, it's been bugging me a while I just keep forgetting to ask.
 
You know, I have the same problem with my leather steering wheel, but it isn't perforated. I can't even get mine off with my fingernail. I've tried the woolite/water mix, Megs Gold Class leather cleaner/conditioner, and the Turtlewax leather cleaner/conditioner spray that Scottwax likes. I don't know what to do. I'm seriously thinking about an Isotta wheel cover to help perserve the stock wheel.
