Yes. I have had some luck with Meg's ScratchX by hand removing some minro swirling on my brother's GF car. I wouldn't want to do it by hand on a large car though. But it worked well for an over the counter product.
 
ScratchX won't hurt your clear coat I wouldn't think. I am sure you can misuse any product and have it harm your paint, but I used it and the results came out nice.

A decent OTC polish is Meg's ColorX. Groebuck turned me on to bothe of these in a post a while back where he used them. Good stuff.

A glaze I have that's an OTC is The Wax Shop Super Glaze. I bought it a looooooong time ago, and only recently brought it "out of retirement" because of some comments I read on here about it. It works very well, very easy, and produced excellent results.

I am sure there are other products out there, but these are some that I am familiar with.

The ColorX or Super Glaze will not remove swirls. The Super Glaze might "fill them in" a little bit.
 
:yeah Some marring is inevitable, whether it's induced by you or by circumstances that are out of your control. I've used ScratchX before and like Jared, I have had some success with it. It may require multiple applications, depending on how bad/deep the swirls or scratches are, but it does work, and it's available locally. Also, like Jared pointed out, if you are planning to use it over the entire car, be prepared for a workout.
 
Its a no brainer if you are limited to OTC products, ScratchX is head and shoulders above anything else you could buy IMO.

You will put in an Arnold Schwazenegger style workout to do the whole car by hand, but it is an effective product, surprisingly good to be honest. If it is localised minor marring, then you will have no worries.
