Looking for Detailer in San Jose

I searched the old threads, but I'm looking to see if someone can fix this bumper & fender. If not fixable, please also let me know.



Second defect. Looks like clear coat splash on the roof. There are 4 such spots on the roof. Friend pressed down and it felt hard, so doesn't feel like it's rusted/peeling underneath. Need someone to wetsand this down and correct if possible.



Would like quotes for these 'fixes'. No detail required, as I am a detailing enthusiast too, but I'm just an enthusiast and these 2 defects are beyond my ability.



REFERENCE for bumper/fender job even though it's not seen on this side:
