I had that problem about 5 years ago. It was weird, as sometimes I'd have no voice, but internet would be OK. Other times I'd have neither. I live in a Pittsburgh suburb with underground utilities and it was all connection issues with the old copper lines. My plan was built in 1973, back when folks usually had only one phone line and there weren't any unused wires available for an easy switch. There were times I went for 1-2 weeks without phone service. Unfortunately, I live in a hollow, so cell reception is weak at best inside the house. When they started running lines for FIOS, I was one of the first to sign up. Haven't had a problem since.
