Is this chrome to far gone ???

This is a pic of the chrome on a 1991 Benz. The car has been washed every few months and has been parked outside for about the last 6 years. I've tried some cheap "No. 7 chrome polish" with no luck. It's a small white bottle with a silver label that you'd find in a regular autoparts store for a couple of bucks. I was thinking of buying some wenol (both red & blue) to see if it would work. Or maybe some EO Never Dull. Any advice ?

I'm not sure what it is actually. I guess it was wrong to call it chrome. The funny thing is, the front of the car (grill area) has chrome (I guess) and it is still really clean and shiny. So maybe the stuff in the pic is anodized aluminum ? Anyway, it is really spotty, dull, chalky and I was wondering if I can do anything for it. How do you know if it is chrome or anodized aluminum ?
 
The stuff in the pics is aluminum go get yourself some Wenol like you said, a good buffer and put the wenol on a pad and buff it using the red and blue, you will be amazed!! Actually you really dont need a buffer but get a drill and some buffing pads to go on it and you will be set!!
