I doubt it is, as it doesn't seem to be a very strong solvent. I've used it about 3 times in the past 4 months.
I had to use it again on my car, as I waited a month before I could wash it and after I washed the lower panels and the hatch and I noticed a lot of tar specs all over. I dried it off, sprayed the tarminator, let it soak for 30 minutes, then took a soapy wash mit and washed it away. The finish was super smooth and the tar was gone, and my water still beaded on the paint.
It was 40 degrees so I didn't even bother to waste my time rewaxing it.
I hate winter!
