thanks for this write up. i have used methods described in this write up to various extent doing touchups (but never a full cleaning...yet).
one thing you might want to consider is relubricating hinges and locks. much of the grime in the hinges/locks of the hood is from the dirt collecting on the grease. if you have used a heavy degreaser or scrubbed away the grime/grease, it seems like you risk washing away the lubrication that is supposed to be there.
i recommend going over the these areas with a spray can of white lithium grease. short controlled bursts in the areas in and around the latches, any hood pins, hinges, locks, springs and cables. this will help ensure proper operation and keep rust and debris out and is usually part of your routine maintenance anyway.
