how can these scratch's be fixed?

I'm not sure if they even can be made any better or if a new paint job is needed. Not sure if their key marks or cracking. Any advice?

I cant see the pictures for some reason, but at the least they can be greatly reduced with a good compound, a rotary polisher, and maybe a little wetsanding. I know Anthony Orosco recommends wetsanding only in extreme circumstances because it reduces the thickness of the clearcoat. Here are some links to some deep scratches that I repaired using 1200 grit sandpaper, and Menzerna Power Gloss via rotary.

The picks just loaded. It looks like they are on the bumper covers, which makes them harder to remove. The paint on the bumper is thinner than the rest of the car. It is not hard to go right through the clear on painted plastic parts. They can still probably be reduced with a light compound and a PC or rotary. Be cautious though.

I follow the old rule of thumb in that if the scratches aren't deep enough to catch a fingernail then they can be buffed out. Taking into account the location and paint condition of course.

Looks like cracking to me, I had similar ones on the bumper of my GTP. I painted the bigger cracks and sanded them with 2000, came out decent but eventually I am going to get it reshot. For now, try filling in the ones that you can catch with a fingernail, sanding them and the smaller ones with 2000, and buffing out. Go easy on the buffing, its not too tough to burn all the way through.
