The light will always be brighter, But in a bad halogen reflector, it will cause too many hot spots.
"first of all...the amount of misinformation in this thread is staggering to say the least..."
Go do some reading yourself! www.hidplanet.com
I on the other hand have actually read and learned a long time ago. And have also done retros on friends car where the supplies didn't cost more than 700 dollars. Thats using oem projectors from bmw, benz, Acura's, ect along with quality ballast.
He's asking for advise. What he does with his money is his business, but simply swapping bulbs is tacky and tastless to say the least.
"4) YES there will be glare, but do you really care? I've seen factory HID systems that are glare-intensive-as long as you got 3000+lumens hitting the ground and you can see, who really cares?"
you obviously don't but I'm sure the Original Poster does not feel like attracting bad attention.
actually I've only owned 6 cars with HID systems in my life, 2 of which had aftermarket kits, so no I have ZERO basis for knowing what I'm talking about

Newsflash for the challenged.....headlight glare is NOT illegal-show me a statute that proves your basis and I'll personally paypal you $20 If it was, then every single 02-03 Maxima would be outlawed-I owned one...they produce glare!
also, my OEM HID equipped Lexus GS400 produced tons of glare....
now tell me...who's foolish? One who spends $700 on a retrofit and has to deal with leaky housings, ugly looking non-factory housings, resale dropping because of custom mods done or one who spens $200 on a conversion kit that can be yanked out at the time of sale and has no adverse effects later??
also, you make it sound like HID is just a bulb-its NOT!!! the fake HID bulbs are just bulbs but real HID is a ballast, wiring harness, HID capsule (NOT BULB!), and in some cases an ignitor (McCullogh)
also, FYI...I've been on HIDPlanet for years :doh :think2
