Hello from Michigan.

The fastest way would be a clay bar -- but it depends how bad the paint is and how long it's had to cure.

1. Wash the car (you never know).
2. A clay bar. Try a medium/hd grade if necessary. If you use a medium or coarser grade, you will definitely need to follow with a polish.
3. Mineral spirits.
4. Methyl Hydrate.
5. Lacquer thinner on a base/clear system; Reducer on a Urethane Enamel system.
6. Wet sand and polish.

That is from least agressive to most agressive. Start with the least. By #5 & #6, you are into a pro job. Also, do a search on "house paint" and you'll see some other discussions on that.
