Hazy,greasy windshield. Rain-X, Aqua-Pel?

I have a friend with a 2009 Lincoln Town Car with a greasy mess on his windshield. He say he and several others have tried various glass cleaners with no luck removing it. It is just a hazy film. I had only a handkerchief and it could be wiped with a dry cloth, but probably not completely removed.
I intend to use Meguair's Detailer Line Glass Cleaner on it, but.....
I wondered if someone has applied Rain-X or Aqua-Pel on it.
I have heard the both products can be difficult to remove, but I have no idea what they are like on the windshield. Could they be causing the greasy haze?
How would you remove them if that is the case?
I have alcohol, 3M wax remover, lots of polishes, several APC type products and several glass cleaners that I can use. I think my wife even has some Dawn in the kitchen. :)
Looking at it, you would think all it needs is a good glass cleaner, but the fact that several people have tried and failed to clean his windshield, I tend to think there might be more to the problem than I am seeing.
 
I'd try a degreaser/APC first, then if needed, polish it with one of your polishes. (Although the polish is usually for water spots/mineral deposits with me, not "mobile" grunge.)
 
Rain X can have that effect after long periods of use if the windshield isn't properly cleaned between coats. I would go at it with some 3M General purpose adhesive remover.
 
Lacquer Thinner. Then glass cleaner. Make sure you are only getting it on the windshield. This is obviously not a good idea for window tint but it should definitely remove whatever is on the windshield.
