Looks like it happened when the painter wheeled it out with rubbing compound, in direct sunlight there's a haze of lines that distort the reflection of the paint, can this be corrected with a hand product?
I really don't do a lot of defect removal by hand (other than an occasional bout with ScratchX ), but the 1Z (einszett) line of polishes get a lot of talk when correcting paint defects by hand comes up.

Without some pictures it is hard to tell how severe a problem you're dealing with. If this is a fresh repaint be careful because the new paint will be a bit softer for a while, so start out with a polish on the mild side and then step up from there if needed.
