Where can I find foam wax applicator pads in stores so I dont have to pay a lot of shipping on such a small order?

They really are everywhere. I've seen them at Target, Wal Mart, Autozone..

Also, don't forget to try e-bay. Last year, I found two dozen for $5.00 + s&h. Total was around $9.00. I haven't been able to find such a deal on e-bay since, but it wouldn't hurt to search and try.
